So what do you do when you live in an apartment and have to eliminate the bottom 4 feet of storage space? The object I have the hardest time relocating is the toilet brush. I mean, who likes to keep their toilet brush up on a shelf at eye level?

Tell me about it. As you know, we live in a character home with 3 tiny closets in the whole house. It was very difficult when we had to start moving stuff upwards.
As far as the toilet brush goes, we basically had to keep the bathroom door closed for a few months until they were passed the stage of getting into the toilet brush, toilet paper, kleenex, garbage, etc. Then they kind of forgot about it.
